The Atomic Development Bureau will begin to create an aircraft similar in design to the AN225 that was destroyed in 2022. First, work will begin on the design of the airframe, mimicking the large upper-fuselage wing structure the AN225 had, however, its body will be greatly reduced as its intention is not to serve as an Internal Cargo Aircraft. Furthermore, the Fuselage and Wing Structures will be designed in a similar process to the 787 Dreamliner produced by Boeing, this design will be made possible with the use of composite materials, including CFRP, or carbon fiber reinforced polymer. titanium is also used in construction, which is also metal but has proven to be lower maintenance.

Production has not begun, but Avro Toronto has been selected to be the Primary Design corporation for the new aircraft, they will work with others across the Alliance atop a Research and Development Team who will oversee the national interests of the project.

With Avro Toronto working on the newly requested aircraft, the Atomic Alliance has decided on the nickname Galactic for the new aircraft. Avro Toronto will issue their proposed design named SOL-250, this aircraft will serve under the designated role of Outsize Heavy Freighter and feature a rigid fuselage combined with the classic AN-225 Heavy Upper-Fuselage wing structure each being designed with CFRP, or carbon fiber reinforced polymer. titanium is also used in construction, which is also metal but has proven to be lower maintenance.

The SOL-300 will have a Wingspan of 90 meters and a total wing area of 950m2, the fuselage will consist of the Entrance, Cockpit, and Launch Control Centre. The remainder of the fuselage will see a reinforcing structure to hold the outsize cargo carried on the back of the SOL-300 with some additional cargo space within if needed. The aircraft will carry approx 150kg of fuel and feature 4 GEnx-1B78 engines. The Empty Weight will be 200,000kg with an MTOW of 650,000kg leaving 300,000kg of Outsize Cargo weight available for the SOL-300. Furthermore, the SOL-300 will be capable of reaching an altitude of 14,000m

With the design pitched to the Atomic Alliance, the Council of National Development will convene and decide whether or not to continue with building a prototype SOL-300 for their future operation. Representatives from across the Alliance will gather in Toronto at Avro's headquarters to listen about the capabilities of the SOL-300 and why they believe it is the best option for the Alliance's intended mission.

Following the meeting held by the Council of National Development, the SOL-300 Galactic has been approved for further research and the start of one prototype to test the capabilities of such an aircraft. Currently, it is believed the simulated designs of the SOL300 are accurate and will represent the lifting capabilities of the aircraft to ensure they meet Atomic Standards. Since the approval has been issued by the Council, Avro Toronto has begun sending their engineers to their workstation in Toronto Pearson, within an enclosed and secure hanger the team will lay out the blueprints of the SOL300 and determine where to start on the aircraft. The Fuselage is chosen first.

Work will not be completed in the Hanger, this is where the aircraft will be assembled. The CFRP required specialized treatment and therefore the Atomic Alliance will reach out to the Boeing Corporation and contract them to build the CFRPs for the SOL300, meanwhile, the government will examine the possibility of the Alliance to constructing their own facility for future manufacturing of CFRPs in Aircraft Fuselages and Wing Components.

The Atomic Space Agency has been contacted in regards to the approval of the SOL300, with the go-ahead the Agency will begin to contact Avro Toronto to engage themselves in the development process and offer their expertise in the development of this Outsize Cargo Aircraft.

With the involvement of the Atomic Space Agency in the development of the SOL300 they will communicate with Avro Toronto to receive the lifting specifications for the SOL300 so they may begin to develop the Secondary Stage Boosters to enter LEO with the SOL300 Sub-Orbital Launching system.

After contacting Boeing and contracting them to construct the fuselage and wings for the SOL300 work will begin promptly at their facilities to provide one complete SOL300. Firstly, the Alliance will dispatch the blueprints of the Aircraft to the Boeing Workers who will design a casting of this fuselage out of easily moldable material, they will then begin to wrap this mold in CFRP's and use Titanium where required.

Furthermore, with backing from ASA and corporate interests in the corporate structure of the Alliance the program will see interest in building some CFRP facilities in Southern Ontario and Saskatchewan.
