The Japanese authorities are satisfied with the process and publicly announce the results on international television after a public counting of the votes.

Upon the Emperor's arrival in Tokyo, he is greeted by a large celebratory parade with the flags of the Qi Empire and Japan flown side by side. Emperor Akihito and Prime Minister Ohira both await the arrival of Emperor Zheng to see the documents signed.

The Emperor would smile and wave at the crowds, before greeting Emperor Akihito and Prime Minister Ohira with a respectful bow, followed by firm handshakes. He would pose for photos with the two men, before following them into the building to sign the documents.

Once they are inside, and seated at the table, Emperor Zheng would pull out the documents for the succession of Jeju and Ryukyu, with both to join Japan, as well as the official bill of sale for Iwo Jima. "I am pleased to see the will of the people prevail on this issue. I trust the transfer of the islands will go over smoothly? What is the word on the bills you were discussing in your parliament?"

"All of the proposed legislation has handily passed, meaning that everything we have discussed will be going into effect once the final transfer of the islands is complete." The Prime Minister nods. "The transition of power will proceed smoothly, with incumbent local leaders allowed to finish their elected terms, or maintain their unelected office until next year when the nationwide midterm elections for the National Diet are held. Following that vote, all unelected positions will be up for replacement alongside all other such positions in Japan."

Emperor Akihito, returning the bow, adds: "And I'm pleased to see an amicable solution to these sea lane disputes. There may be a slight reduction in battle-ready Japanese Naval Forces able to... patrol in the East China Sea in the short term, as we have just been made aware of a developing situation in the Caribbean between the Confederacy and our allies in California. It is still developing, but it might necessitate the deployment of Japanese Forces to the Caribbean."

"Excellent, I am pleased to hear that. Once the documents are signed, we can begin the transfer of the islands to Japan. Provincial Councils are elected with 6 year terms. There was an election about 3 years ago in Jeju, and 4 years ago in Ryukyu. So there shouldn't be any issues with the new elections. With regards to the reduction in battle ready Japanese forces, I understand, we will figure something out for now, so that should not be an issue at all. Shall we sign the documents, then?"

The Prime Minister presents two copies of the documents, one that will be retained by the Japanese, and another to be kept with the Qi. The Emperor personally signs both documents alongside the Prime Minister before sliding both across the table for the Emperor to sign.

Emperor Zheng would then pose for any necessary photos, before taking his copy of the document and returning to Nanjing. A short while later, the people on Jeju, Ryukyu, and Iwo Jima would welcome the Japanese to their islands.
