Military/Industrial Reform and Investment Act

The Military/Industrial Reform and Investment Act (MIRIA) is, as its name suggests, is a bill being passed through the parliament that would have a radical effect on the nations armed forces. The Italian military in modern history, while rarely weak, has often fallen short of its European neighbors. MIRIA, if passed, will seek to solve several issues plaguing the Italian military. Poor recruitment and lack of retention, creating a lack personnel, and most critically, of experienced NCOs. Lack of funding, leading to poor training, improper maintenance, infrequent exercises, and inability to replace lost equipment quickly. inadequate industrial base, resulting in military projects often falling behind their deadlines and going over budget, and many more insidious problems. The bill will also aim rebuild the military into a global, conventional fighting force. Transitioning away from the asymmetrical combat Italy has fought in recent decades. All of this will be accomplished in 3 stages.

Stage 1:
An increase of military spending to 3% of GDP per year.
Increased enlistment/reenlistment bonuses, pay and benefits
Necessary upgrades to aging systems
Ad campaigns promoting the military, especially in Italian regions outside the Peninsula
Random exercises and mock engagements to gauge officer quality and unit preparedness
Invitations to Italy's global partners to assist in more effective training methods
Direct investment in local defense contractors, resource extraction, and manufacturing in order to spur growth, innovation and expansion in those fields
Immediate small scale procurement orders to help restart production lines for future orders
(Secretly) The start of an Italian nuclear weapons program

Stage 2:
An increase of military spending to 3.5% of GDP per year
Large scale procurement of armored vehicles of all types, aircraft and missiles, air defense systems, rocket and tube artillery, anti tank weapons, and small arms to support the growing military
An overhaul of the aging light carrier Giuseppe Garibaldi, construction of new destroyers, frigates, submarines, and corvettes to not only replace old systems facing retirement, but also to grow the fleet as a whole, including the design and development of a new cruiser class.
Construction of support ships for the naval auxiliary fleet in order to increase the Italian navies global reach

Stage 3:
Design, development and construction of a fleet carrier capable of global reach and operations, and a strike group to support it.
Design, development and construction of at least 2 battlecruisers capable of global reach and operations, and a strike group to support it.

The government of Djibouti is invited to Rome in order to discuss a long term lease for the construction of an Italian naval base in the country.

Representatives from the @Japanese State are also invited to discuss Japanese assistance in an Italian nuclear power program.

The Government of Djibouti would send the Foreign Minister Mahamoud Ali Youssouf to Rome for the meeting.

Minister Mahamoud Ali Youssouf is welcomed in Rome by Minister of Foreign Affairs Antonio Tajani, and taken to the Palazzo Chigi.

"Its wonderful to have you Minister, since im sure you already know what we're here to discuss, lets jump straight into it shall we?"
