18th Meeting of the Lusitanian Congress

23 Delegates crowd into the former University of Paraná, now the place of the Provisional government. This is the 18th time the congress has met, each time failing to form a majority government and frame a constitution. There is a general sentiment that if they are unable to form a government this time, the nation might collapse to infighting. In attendance are:

Cássio Dias: Head of the State, Government, and the Armies
Diego Alencar: Aide de Campe of Cássio Dias and Field General of the Armies
André Álvarez: Admiral of the Fleet of Lusitania
Márcio Prado de Castro: Highest Ranking Commander of the Air Forces of Lusitania
Pedro Lourenço: Elected Representative of the Soldier Consorcios
Agildo Rodrigues: Commander of the Armies of the North and Interior
Vítor Alencar: Brother of Diego Alencar and Commander of the Marine Corp

Juliano Fernandes: Elected Representative from Rio de Janeiro
Samuel Luz: Elected Representative from São Paulo
Alexandre Álves: Mayor of Curitiba
Michel Rios: Elected Representative of Porto Alegre and Commander of the Southern Armies

Ângelo Silva Vidal: Consorcio leader of the Dock Workers of Rio de Janeiro and São Paulo
Rosa Ambrósio Braga: Consorcio leader of the Textile Workers of the Southern Provinces
Joana Nazário da Cruz: Consorcio leader of the Teachers of Lusitania
Ariane Medeiras da Costa: Leader of the Student's Movement for Democratic Labour
Rita Dutra Neves: Leader of the Youth Revolutionary Guard and Militia
João Furtado Sá: Consorcio leader of the Cotton Farmer's of the Southern provinces
César Vasconcelos Alves: Consorcio leader of the Fishers of Lusitania
Diego Monteiro: President of the General Congress of Agricultural Consorcios

Davi Vale Duarte: President of the General Congress of Manufacturing Consorcios
Lorenzo Vidal Ferreira: Journalist of Editor of the pro-Consorcio Verdade
Maiara do Amaral: General Head of the Minority Labor Congress of Florianopolis
Paula Moreira: General Head of the Minority Labor Congress of Esperito Santo

Unlike other meetings of officials, in the name of transparancy the 18th Lusitanian Congress is televised for the world to see. As the debate begins Lusitanian delegates and people alike wait in anticipation for the worlds reaction.

The Congress officially opens at 10:00 AM with a comment from current Head of State Cássio Dias.

"Brothers and sisters of Lusitania, the current state of affairs of our nation cannot be described as favorable. I will not mince my words when it comes to the fact that we have critically failed on our promises to the hard working people of this nation. The blood of tens of thousands in the revolution we all remember so freshly was spilt for the promise of not only freedom and justice but safety and unity. Now millions of televisions are turned on to witness whether this promise will be fulfilled, something which should have been granted upon the first meeting of this congress! Our unity must overcome our division or else we consign ourselves to a worse failure than any other loss to an external threat- we will lose to our own indecisiveness and stubborness."

The Congress is quiet as Cássio sits down again. Everyone knows that they cannot afford to fail again. The first agenda item is the structure of the legislature- next to speak is Alexandre Álves.
