Japan reaches out to the Government of Hawaii to discuss areas of mutual interest.

President Wiliame Katanoivere of the Federation of Polynesian States agrees to a meeting, and invites the Japanese government to Suva in Fiji, the seat of the federation's government, to open discussions. In preparation of the Japanese envoy's visit, he would prepare a parade in their honour. The State leaders of Vanuatu and Samoa will also be attending the meeting, as they were already in Fiji. Katanoivere apologizes in advance that any discussions involving the autonomous State of Tokelau will require further discussions with their government.

The Federation of Polynesian States includes almost all other Pacific Island nations, excluding including Hawaii, but excluding the Solomon Islands and Bougainville. It also includes Rapa Nui/Easter Island.
The Federation is a loose union of the various nations, with each being represented as a state within the larger nation. The Federation has control over the military, economy, and international relations, whilst each state has relative autonomy in regards to internal affairs. Some, such as Tokelau, are autonomous and conduct their own international diplomacy, while still be beholden to the Federation's military and economy. Most, however are full members of the Federation.
