Those moving to Toronto or Winnipeg would be welcomed by the Local Communities, opportunities are available in English and French with a slight majority learning English Positions.

Those engaging with Cree or Anishinaabe speakers would attempt to translate utilizing their tablets, if they are unsuccessful they will return later with an Aboriginal Translator from the Alliance. Those who could speak French or English would be interviewed, with data being gathered on the lack of infrastructure, failing buildings, polluted supplies, and unreasonable prices. The interviewers would be appalled at the conditions the Eastern Canadiens left Northern Ontario and informed local residents they will relay this information immediately.

Those who demand reparations would be informed they cannot provide those at the moment, however, the Alliance will be conducting further surveys to institute Tribal Councils and begin constructing new settlements run by their elders working in conjunction with the Toronto Government which is now in the process to change their name to the State of Ontario.

Whitmer smiles, "I'm afraid that I'm not the best person to talk to with regards to military doctrine - I'm just a politician. You would need to speak with one of our top ranking generals if you wish to discuss matters of military affairs. But I can tell you that the ground forces are a key focus for us, alongside our airforce. We are mostly focused on peacekeeping initiatives overseas, with no real threats from our neighbours."

Some of the Indigenous people would grumble about broken promises and the white man's lies. Others would withhold judgement until they've seen what these 'tribal councils' look like in the long run.

Of course, I will be in contact with them soon to organize our joint operations, I am also glad to hear we share some similar focuses.
The Commandant states, the rest of the group will engage in small talk amongst each other with assurance to include Whitmer. The Discussions will primarily be focused on how the states will cooperate and what ministers should talk to each other. Once the food arrives and the meeting concludes, the General Secretary will accompany Whitmer to the airport while she returns to the Great Lakes with the Commandant having his office contact the Great Lakes Defense Office and the Canadien Defense Office.

A team of Surveyors accompanied by an Aboriginal Translator will return to Northern Ontario outside of the major established cities (Highly diverse (English/French/Aboriginal) and into the reportedly undeveloped native regions forgotten by the French Canadiens, these surveyors would primarily be searching for clusters of aboriginal settlements so they can assess the conditions in more detail regarding their homes/trailers/structures along with their access to resources in the region.

General Sam McConnel from the Great Lakes Defense Office would reach out to the Atomic Defense Office, alongside General Francois DuBois from Canada.

The surveyors would find the following conditions when assessing the settlements:

Some native communities would be better off, with consistent electricity, but all would lack clean running water and paved roads. The condition of many buildings would be terrible, while some communities would consist solely of trailers and mobile homes. Although there would be power lines in most communities, they would be in various stages of disrepair, with some being completely abandoned. It would be clear that the quality of life for these people is abysmal, at best.

With the Generals reaching out the Atomic Alliance will open a line of communication between all three to discuss the timings of training Future Operations, suggesting some Land/Air Operations be practiced in Manitobas Frozen North so the Great Lakes and Eastern Canadiens can improve their Winter Warfare Knowledge.

The Government of Ontario in conjunction with the Atomic Alliance will first initiate the transfer of clean, filtered drinking water be transferred by truck into the Northern Ontario Region, These trucks will move to the larger communities amongst the smaller ones as the primary location to obtain filtered water, it is announced workers will be sent to the region in the coming days to remove the old pipes and install new water connections along with filtering capabilities.

Meanwhile, the Ontario Government will begin contacting Construction Companies such as Paving/Road, Housing, Electrical, and Water companies to come up north, they are offered contracts to establish a "Functional Utility System" in Northern Ontario. The Governments of Manitoba and Saskatchewan will approach their parliaments asking permission to direct some funding to companies and send them to Northern Ontario for Humanitarian Aid, the parliament will begin departing this and examining their budget. Temporary Generations pulled by trucks on trailers will begin to move into these communities with the construction companies, nothing will be done with them yet, but stablized.

The Atomic Alliance will contact the Red Cross and some International Charities to seek some funding for improving these citizens' livelihoods.

While Government News sources will not report on this large, smaller community outlets will have a fit at the conditions in the Northern Ontario Region, calling out the Quebec Government for mistreating their people and failing to ensure they are living safe lives. Some call Blanchet a "Savage" for mistreating these people (Small minority)

General McConnel agrees to the suggested locations for the training operations.

The local populations would eagerly await the improvements that are to come to their communities. Some would be skeptical that the Atomic government would be any better than Blanchet's, but others would hold out hope for a positive future.
