Military Support/Chimera OOC

@PLC A couple things:
- First, no nation starts with drones, so if you want some you'll have to do a detailed RP to gain them. Following that you will have to make a military expansion claim outlining the new features of your military.
- Second, if you're flying your military troops and equipment over to Asia, you'll have to put a bit of detail into the route, as NPC Russia, China, and Mongolia will not allow military equipment flown over their lands without prior discussion occurring.
- Third, unless you are going wildly out of the way, your ships have to go through my territorial waters to reach Korea, and my government might want to have a say in that.
