The Ministry of Atomic Research will receive the invitation from the Californians, upon reading it, Minister Tesla will express excitement for the collaboration between the Atomic and Californian Citizens. The Ministry will send an immediate response indicating that Minister Tesla is accompanied by his Deputy Minister Travares and Lead Physicist Cooper and will be attending the proposed meeting.

Following this communication, the Atomic Alliance will dispatch the delegation aboard a B737-BBJ2 to California to begin the meeting between the two states' research ministries, upon landing in the state's nearest airport they will disembark taking in the surrounding scenery, followed by approaching the Californian Delegation or Welcoming Party.

The AA delegation is welcomed with all the honors upon their arrival, and if their wish to look at the scenery is made manifest, a curated panoramic route will be chosen for their pleasure, after which they will be escorted to the capitol.

An entire hall of the capitol is dedicated to this meeting, and upon entering the Atomic Alliance's anthem will be played by live musicians in the delegation's honor.
The delegation members will then be seated, and a sumptuous dinner will get served as music is played.

After a while, Minister Edward Allari and some attendants will join the delegation.
<<Gentlemen, it is for me an honor to welcome you in New California>> the minister says.
<<Many of my collegues tell me I'm too direct, but if you are well rested enough I'd like to go into the details of this meeting.>> he adds, excited.

Minister Tesla will chuckle slightly
No worries at all, I believe we are all ready to start this meeting
He states, looking around his delegation for any protest, which none is made
So, what did you have in mind Minister?

<<Thank you for understanding>> Mr. Allari says, chuckling as well.
<<As you surely know, the NCR has recently started a flourishing space program. We're starting to take our first concrete steps into the cosmos, but each of these steps is often costly and time consuming.
Yet, there is so much we could learn by exploring it. Think of all the data we could acquire! Each planet, a wonderful micro-cosmos in itself...>>
He almost seemed to lose himself into his words, before his gaze refocused.
<<Anyway, it's imperative to establish a foothold into the cosmos, the sooner the better... A kind of permanent one, if you will...>> He paused, smiling.
<<That's where our collaboration would start: I'm officially proposing to start a joint project to design and build a shared space station.
Doing so, and combining our expertises, we could not only split the cost of this project, but also reap enourmous scientific benefits in the long run, conducting experiments difficult or costly to run otherwise.

This being a joint project, I also propose to share all the data from the aforementioned experiments that we will run in orbit once the station will come online.

So, what do you think?>>
The minister asks, expectantly.

Something like this would be of utmost interest, the Alliance has begun working on some launch methods ourselves along with some power sources that we intent to operate in such an environment

A station in the cosmos would allow our states to further our understanding of the universe and it’s atomic structure, including the opportunity to perform experiments to expand out extraterrestrial capabilities.

The minister will state, handing some documents to the NCR delegation

The Alliance has completed a module helium reactor, this device is quite compact and we believe with the correct encapsulating vessel and transfer lines we could effectively power our stations for extended periods of time, a joint program would be an amazing opportunity to further our research
