Executive Outcomes is a Private Military Contractor (PMC) headquartered in Cape Town with offices in Johannesburg, Salisbury and Luanda. The company was founded by Lt. Col. Jan Breytenbach in response to market desires for a local PMC by neighboring countries to assist in stability efforts and contracted security. Since then Executive Outcomes has found itself fulfilling contracts across Angola, the CAF, Mozambique, as well as South Africa for national and private customers. Most international contracts that can be publicly understood are for the three nations most closely associated with South Africa (Angola, the CAF and Mozambique) to assist in cracking down on insurgents, while domestic contracts are associated with suppressing political extremist groups. Being founded by a former Special Forces officer of the South African Army and operating largely in favor of South African interests has seen Executive Outcomes be accused of being an unofficial arm of South African foreign policy and military intervention.
