The Japanese Foreign Ministry invites representatives from various Mitteleuropa naval firms to Tokyo to begin drawing up design schematics for their proposed attack submarine. Mitsubishi Heavy Industries is the first local Japanese shipbuilder to bring forward a proposal for the submarine, proposing a refit of the Japanese Tachi-class Fast Attack submarine.

Germaniawerft have submitted their proposal, also settling on a refit of the Tachi class, with modifications made for Mitteleuropan service, protection of classified Japanese technology, and inclusion of Mitteleuropan technology. One difference with thr Germaniawerft proposal, includes a lengthening of the boat and increase of tonnage to accomodate more food stores, in an effort to push endurance beyond the 100 day mark. This would come at the sacrifice of increased tonnage, reduced maneuverability, and acceleration.
