The American Commonwealth formally reaches out to the Dominion of Québec and requests a meeting.

His Imperial Majesty Napoleon VII graciously accepts the request of Quebec's southern neighbors, and approves of a meeting between his Minister of Foreign Affairs and the American Commonwealth at the convenience of said aforementioned Commonwealth at a location of their choosing.

As the requester of the meeting, Secretary of State John Kerry offers to travel to Québec City to conduct it.
